Russia is ready to hold constructive talks aimed at stabilizing the oil market, and those talks don’t have alternative.

Russia did not support the end of the OPEC+ deal, Peskov told Russian television channel Rossiya 24 on Sunday. President Putin and Russia as a whole are inclined to take part in a constructive negotiation process –which doesn’t have alternative right now – to stabilize the international energy market, Peskov added. Saudi Arabia, Russia, and many other oil producers were set to video-meet on Monday to discuss ways of supporting collapsing oil prices by potentially cutting 10 million bpd, or even 15 million bpd, of global oil production. Over the weekend, however, Saudi Arabia and Russia traded accusations, claiming that the other was the reason the OPEC+ pact collapsed last month, widening the rift between the two former allies and leading to a postponement of the Monday meeting to Thursday, April 9. Putin said last week that Saudi Arabia’s oil price war and its readiness to offer steep discounts for its oil targeted to bankrupt U.S. shale. Saudi Arabia responded to that by accusing Russia of breaking up the OPEC+ coalition last month. The words attributed to Putin by media are “fully devoid of truth,” Saudi Minister of Foreign Affairs, Prince Faisal bin Farhan Al Saud, said in a statement. “The withdrawal of the kingdom from the agreement is not correct, but that Russia was the one that refused the agreement, while the Kingdom and 22 other countries were trying to persuade Russia to make further cuts and extend the agreement, yet Russia has not agreed,” the official Saudi Press Agency quoted the Saudi foreign minister as saying. Meanwhile, both Saudi Arabia and Russia signal that while they are ready to talk potential production cuts, they would consider doing so only if major producers from outside the OPEC+ format, including the United States, join such cuts.

FEARS have been raised that the coronavirus may be able to remain in the body and “reactivate” later after 51 recovered patients tested positive again.  

The patients, from the city of Daegu, South Korea, had all spent time in quarantine while recovering from the virus, but were diagnosed again within days of being released. South Korea has been among the most successful countries globally in controlling the outbreak, using strict quarantining and widespread testing to slow its spread of the virus. The number of new cases being diagnosed each day in the country is now at levels last seen as the pandemic was getting underway in February. The 51 cases were identified as part of a study conducted in Daegu, the epicentre of the outbreak in South Korea, by a team of epidemiologists from the Centers for Disease Control and Prevention. The center said it did not believe the patients had been reinfected, but that the virus had remained at undetectable levels in their cells and later “reactivated”. Dow closes over 1,600 pts in green after rally

Andrew Cuomo said Monday that the rate of death has been “effectively flat for two days.” Cuomo said the total number of hospitalizations, ICU admissions and daily intubations are down, which “suggest a possible flattening of the curve.” While New York may have reached the apex of coronavirus infections, what happens next “still depends on what we do,” Cuomo added.
One of the best performers for the Dow Monday was Boeing, which saw double-digit gains. Monday’s rally comes after weeks of steep losses as the coronavirus-induced sell-off continues on Wall Street. Fiat-Chrysler Automobiles plans to restart U.S. manufacturing operations on May 4 The automaker announced Monday it intends to “progressively restart its U.S. and Canadian manufacturing facilities beginning May 4.”
“During this current production pause, we are working with government officials and our unions to implement new procedures to certify the daily wellness of our workforce while also redesigning work stations to maintain proper social distancing and expanding the already extensive cleaning protocols at all locations,” FCA said in a statement. It emphasized that it will only restart operations with “safe, secure and sanitized workplaces to protect all of our employees.” FCA is one of the first automakers to announce plans to re-open manufacturing facilities in the U.S. that have been shuttered as a result of the pandemic. Boris Johnson taken to intensive care over COVID-19

U.K. Prime Minister Boris Johnson is in intensive care in a London hospital with COVID-19, officials said on Monday, one day after Johnson was admitted to the hospital with persistent symptoms of the coronavirus. Johnson was the first world leader to test positive for the coronavirus on March 27. “Over the course of this afternoon, the condition of the prime minister has worsened and, on the advice of his medical team, he has been moved to the intensive care unit at the hospital,” a spokesperson said. The Prime Minister is reportedly conscious and the decision was taken as a precaution in case he needs ventilation. Officials had earlier said Johnson was only taken to hospital as a “precautionary step” on Sunday, and would continue to lead the British government. He has nominated Foreign Secretary Dominic Raab to deputize for him “where necessary,” a spokesperson said. “Last night, on the advice of my doctor, I went into hospital for some routine tests as I’m still experiencing coronavirus symptoms,” Johnson tweeted from the hospital earlier on Monday, before being admitted to intensive care. “I’m in good spirits and keeping in touch with my team, as we work together to fight this virus and keep everyone safe.” Johnson is not the only top British government official to be infected with COVID-19. His Health Secretary, Matt Hancock, also has the disease, along with his top advisor Dominic Cummings. His Chief Medical Officer, Chris Whitty, recently returned to work after self-isolating with symptoms of the disease. And Johnson’s pregnant fiancée, Carrie Symonds, said she has been suffering with symptoms of COVID-19 for the past week. Wall Street extends gains, Dow jumps 1,200 pts

United States stock markets continued to climb on Monday with the Dow Jones surging more than 1,200 index points as the growth in new coronavirus deaths slowed down somewhat in most-affected European countries, including Italy and the UK. Meanwhile, New York State Governor Andrew Cuomo unveiled that the number of hospitalizations and intubations over coronavirus is declining statewide, adding it may indicate a “possible flattening of the curve.” The Dow gained 5.57% at 12:41 pm ET while the Nasdaq 100 jumped 5.33% at the same time. The S&P 500 went up by 5.53%.

Independent oil producers in the United States informed the Organization of the Petroleum Exporting Countries (OPEC) that they stand ready to cut its crude output voluntary, sources told The Wall Street Journal on Friday. Meanwhile, the US Department of Energy is putting efforts to persuade Russia to agree on a deal with Saudi Arabia-led OPEC to cut oil production. However, Moscow will not make a decision on further reduction in crude output until United States President Donald Trump meets with US-based oil companies, according to the report. Previously, another report said that members of OPEC+ may discuss cutting oil output by at least 6 million barrels per day at a meeting that is reportedly expected to occur next week.

Unfortunately US banks delayed the investment because it was a capital expense they could not amortize against a profit center. In other words they all ready are feeing you to death. So upgrading the system would not make them any more money
