MOSCOW (Bloomberg) – With oil plummeting near an 18-year low amid unprecedented supply and demand shocks, Russia finally admitted: crude is too cheap. “Of course it’s a low price, we would like to see it higher,” Kremlin spokesman Dmitry Peskov said on a conference call, signaling for the first time that the country’s tolerance of low prices may be wearing thin. Yet he stopped short of reaching out to partners in the OPEC+ alliance as the brinkmanship between Russia and Saudi Arabia persists. Crude in New York sank below $25 a barrel on Wednesday as the Saudis vowed to keep production at a record. While policy makers around the world have enacted sweeping measures to buttress their economies against the effects of the coronavirus crisis, the biggest producers in OPEC+ continue to pull oil prices lower by pumping flat out, with no sign of a thaw in relations. “We’re very closely monitoring the situation on global oil markets, analyzing the situation, trying to make forecasts for the near- and mid-term future,” Peskov said. Russia will form its position on any potential new cooperation with OPEC depending on the outcome of the analysis, he said. The Organization of Petroleum Exporting Countries and its allies failed to agree on deepening production cuts earlier this month, with the collapse of talks — and the subsequent battle for market share — sending the market into a tailspin. Iraq, OPEC’s second-largest producer, on Tuesday urged the group and its partners to hold fresh ministerial talks to address the crisis. Yet Saudi Arabia on Wednesday said it would pump about 12.3 million barrels a day over the coming months, while Russia’s oil companies have insisted their low production costs would allow them to keep pumping even if prices move toward $10 a barrel. Russia’s national coffers may prove to be less resilient. Finance Minister Anton Siluanov warned on Wednesday that the state budget, which gets some 40% of its revenues from the oil and gas industry, will turn to a deficit this year amid low crude prices. The 2020 budget is based on an average Urals price of $42.45 a barrel. As a result of the price war and the global demand slowdown, Russia’s revenues from oil and gas are expected to be almost 3 trillion rubles ($38.4 billion) lower than planned, according to Siluanov. Nick Note: Brent is trading a little bit south of $30. Russia can not stand prices this low and Saudi cannot stand prices this low. And forget it US producers (that have the highest production costs in the world) are DOA. I am telling you a deal is in the works to cut production to bring Brent t the $50 area until the world goes back to work.

An acclaimed research professor in France revealed successful results of a potential treatment for COVID-19, the coronavirus.

• • Professor Didier Raoult, who works for the infection hospital l’Institut Hospitalo-Universitaire (IHU) Méditerranée Infection in Marseille, published a new video in which he explained that the COVID-19 patients who were treated “with the drug chloroquine had seen a rapid and effective speeding up of their healing process, and a sharp decrease in the amount of time they remained contagious.”
  • Chloroquine has previously been used to prevent and treat malaria.
  • The drug was offered to 24 patients, who were among the first 24 to become infected in France’s southeastern region.
  • Patients were given the drug for 10 days. Researchers monitored the patients since the drug can cause severe side effects.
  • Raoult said those who did not receive the drug were still contagious after six days. Those who tried the drug were only 25% contagious, though.

The Senate passed the House’s coronavirus aid package on Wednesday, sending it to President Trump, who is expected to sign it.  Senators voted 90-8 on the bill that passed the House in a middle-of-the-night Saturday vote but needed dozens of pages of corrections and changes, which cleared the chamber on Monday.  The measure, which the Joint Committee on Taxation estimates will cost $104 billion, is the second package that Congress has passed amid growing concerns about the widespread coronavirus outbreak in the United States that has already bludgeoned the economy. The vote on the second package comes as senators are already working on “phase three,” with Senate Republicans wanting to pass next tranche next week. The third coronavirus bill is expected to include help for impacted small businesses, industries and families, including direct cash payments for Americans. McConnell has created GOP task forces for drafting the bill. Republicans briefed their colleagues during a closed-door lunch on Wednesday and are expected to hand over their work product by Thursday. The majority leader told reporters after a closed-door lunch that Republicans were “getting close” and “hoping to be together shortly.” The bill approved Wednesday bolsters unemployment insurance and guarantees free diagnostic testing for the coronavirus.It also provides up to 10 days of paid sick leave for some workers. It caps that at companies with 500 employees and would allow for those with fewer than 50 to apply for a waiver.  But the bill’s path through the Senate wasn’t without drama. The House bill, which was negotiated by Speaker Nancy Pelosi (D-Calif.) and Treasury Secretary Steven Mnuchin, sparked fierce opposition from some Senate Republicans, who were largely sidelined from the talks. Senate Majority Leader Mitch McConnell (R-Ky.) tipped his hand to the frustration ahead of Wednesday’s vote.  “I will vote to pass their bill. This is a time for urgent bipartisan action, and in this case, I do not believe we should let perfection be the enemy of something that will help even a subset of workers,” McConnell said.  “However, the House’s bill has real shortcomings. It does not even begin to cover all of the Americans who will need help in the days ahead,” he added.  GOP senators have bristled, in particular, over the paid sick leave provisions over concerns that it will negatively impact small businesses, some of which are already facing closure and potential layoffs because of the economic impact of the coronavirus.  Sen. Ben Sasse (R-Neb.) railed against the bill, as well as Congress’s larger rush to likely spend hundreds of billions of dollars. “There is a herd mentality around this building right now where a lot of normally smart people are literally saying things like: The most important thing is to be fast, even if the ideas that are being advocated for are not really ready for prime time and can’t really withstand the scrutiny of debate. That is a really dumb idea,” Sasse said. Sen. Rand Paul (R-Ky.), meanwhile, forced an amendment vote that would have paid for the spending, partly by ending the war in Afghanistan. Paul warned that without covering the spending, Congress’s ability to borrow in the future could be impacted.  “All because we refused to do what we were elected to do, which is to prioritize the truly vital, such as coronavirus relief and medical research, over the extraneous, such as spending money on clown colleges, gas stations, and roads in Afghanistan,” he said.  The Senate rejected that amendment in a 3-95 vote, and Minority Leader Charles Schumer (D-N.Y.) knocked the libertarian-minded GOP senator for forcing the issue at all.  “In a time of national emergency, this Republican amendment is ridiculous, a colossal waste of time…We are all eager to dispatch this absurd Republican amendment and send this bill to the President,” Schumer said on the Senate floor.

WASHINGTON – President Donald Trump confirmed that he plans to invoke a provision that would allow him to prohibit certain people from entering the country, including asylum seekers and those entering the country illegally at the southern border.  “The answer’s yes,” Trump told reporters when asked about the code, adding that he plans to invoke it “very soon. Probably today.” The administration will invoke 42 U.S. Code 265, a section of the federal legal code that states the U.S. surgeon general “shall have the power to prohibit, in whole or in part, the introduction of persons and property from such countries or places as he shall designate in order to avert such danger, and for such period of time as he may deem necessary for such purpose.” President Donald Trump said he is invoking the Defense Production Act, which allows the administration to expedite and expand the supply of resources. Trump did not say specifically what powers he would execute, but the act could allow him to step up production of respirators and other medical equipment. Trump declined to say how, precisely, the Defense Production Act would be used and he suggested that the administration is still deciding. He said the administration had “targets” for equipment it wanted but did not say what those targets were. “We need millions of masks,” Trump said. “We need respirators.” The announcement comes as the White House and Congress negotiate a trillion-dollar economic stimulus plan to combat the impacts of the coronavirus outbreak.

Here’s what else was said at the briefing:

• Trump also said health officials are working on a “self swab” coronavirus test that would allow front line health care workers to test themselves for the virus. “It would free up a lot,” Trump said.
• Trump also announced he plans to hold an additional news conference either later Wednesday or early Thursday to discuss coronavirus progress at the Food and Drug Administration. Trump said he “asked the FDA to cut through the red tape and reduce regulatory barriers.”
• Vice President Mike Pence said the Canada border closing should not affect business relationships between the two countries: “This does not include essential travel or the transfer of goods.”
• The federal government is recommending Americans and doctors postpone elective surgeries, including dental surgery, to increase capacity at medical facilities, said Seema Verma, director of the Centers for Medicare & Medicaid Services. “We fully appreciate that this is going to have a major impact on the health care system,” Verma said.
• Asked about the size of the checks Americans may receive as part of a relief effort, Trump would not say the amount of the checks. He said that is “to be determined .. we’re working with the Senate now.” He added: “It will shortly be determined.”
• Trump was asked why he repeatedly refers to the coronavirus as the “Chinese virus.” He said the term is “not racist at all … It comes from China. That’s why.”
• Trump says he is a war-time president, saying the virus is an “enemy” that is wrecking the economy: “It’s a very tough situation … but we’re doing it and we’re doing it well.”
• Trump said the government is ordering “thousands and thousands” of ventilators in case they’re needed. The government already has a stockpile of more than 10,000 ventilators, Pence said.
