Putin asserted that in a phone call with his counterpart, Algerian President Abdelmadjid Tebboune. Both presidents also discussed the Ukraine conflict and its global implications in other economic areas. In addition, they expressed concern over the worsening situation in the Israeli-Palestinian conflict zone, stressing the importance of intensifying international efforts to achieve a solution in the Middle East. Saudi Crude Oil Exports Jump To Highest Level Since April 2020

Saudi Arabia, the world’s top crude oil exporter, saw its crude exports rise in February to the highest level since the April 2020 month-long price war with OPEC+ ally Russia. In February, the Saudis exported 7.307 million barrels per day (bpd) of crude to international markets, data from the Joint Organisations Data Initiative (JODI) showed on Monday. That’s up from 6.996 million bpd in crude exports in January 2022 and the highest level of crude the Kingdom has shipped since April 2020, according to JODI, which compiles self-reported data from the countries. Saudi crude oil exports topped the 7-million-bpd mark for the first time since the start of the pandemic and the price war with Russia in March and early April 2020. Back then, the Saudis flooded the market with oil after failing to initially agree on a response to the plunge in global oil demand as countries imposed lockdowns to fight COVID. Saudi Arabia has been raising its crude oil production by over 100,000 bpd each month under the OPEC+ deal for a total of 400,000-bpd increase from all members of the pact. In the past few months leading to February 2022, Saudi Arabia had been raising slightly its crude exports each month. But the increase between January and February was more than 300,000 bpd, suggesting that the Kingdom drew more crude from elsewhere to export much more than its monthly increase in crude production. The high international crude oil prices and recovering demand probably also played a role in the higher Saudi crude exports in February. Saudi crude oil and oil products closing stocks in February rose by 316,000 bpd to 235.8 million barrels. Crude-only stocks increased to 137.149 million barrels in February from 133.742 million barrels in January but were still close to multi-year lows seen in recent months. Direct use in burning oil for power slumped to 291,000 bpd in February from 402,000 bpd in January, according to the JODI data. NN: Do not break out the Champaign just yet. The note was sent as the Biden administration readied itself to announce the latest round of aid to Ukraine – an $800 million package that includes “highly effective weapons systems.” These new capabilities include artillery systems, artillery rounds, and armored personnel carriers. I have also approved the transfer of additional helicopters,” President Joe Biden said in a Wednesday press release regarding the new aid package. “In addition, we continue to facilitate the transfer of significant capabilities from our Allies and partners around the world.” The State Department announced earlier this month the Biden administration has sent more than $1.7 billion in aid to Ukraine since the invasion started on February 24. Gazprom says it continues gas exports to Europe via Ukraine

(Reuters) – Russian gas producer Gazprom continued to supply natural gas to Europe via Ukraine on Sunday in line with requests from European consumers, it said in a statement. Requests stood at 57 million cubic metres for April 17, it said. NN: For the record the EU is paying a billion dollars a day just for Russian gas. As in paid in full money received by Russia. Russia Says Some Buyers Agreed To Rubles-For-Gas Payments

Some of Russia’s natural gas customers have agreed to pay in rubles for Russian gas, Deputy Prime Minister Alexander Novak said on Friday. Last month, Vladimir Putin said that “unfriendly” nations should pay in rubles for natural gas. Russia had set a March 31 deadline for the countries it considers “hostile”—including the United States, all EU member states, Switzerland, Canada, Norway, South Korea, Japan, and many others—to start paying in rubles for natural gas. The EU has rejected Putin’s demands for payments in rubles, while Russia did not immediately cut off the gas supply to Europe after April 1, partly because it is dependent on revenues from gas and partly because payments for gas delivered after April 1 are not due until later this month or early May.   The Kremlin has signaled the gas-for-rubles demand is just the beginning of a switch to the Russian currency for Russian exports. “We expect the decision [to switch to rubles] from other importers,” Novak was quoted by Reuters as saying at an energy ministry in-house magazine. The Russian official, however, did not disclose which buyers had agreed to pay in rubles for gas. Armenia, for example, has already started paying in rubles for Russian gas, Armenian Economy Minister Vahan Kerobyan told Russian outlet RBC in an interview published on Friday. According to the Armenian minister, the pricing of the gas is being made in U.S. dollars, but the actual payment is now being made in Russian rubles. In the EU, Hungary—whose Prime Minister Viktor Orban has been in close ties with Putin for a decade—said last week that it was ready to pay in rubles for Russian natural gas. With comments from officials over the past week, Hungary has broken ranks with the EU, which has been seeking to present a unified front in the face of Putin’s demands for rubles for Russian gas. Natural Gas Inventories Fall To Three Year Low

Higher demand for heating and record LNG exports left U.S. natural gas in storage at the end of the winter at its lowest level in three years, after larger-than-normal storage withdrawals this past winter, the Energy Information Administration (EIA) said on Friday. Because of the higher withdrawals, by the end of March, the U.S. had the least amount of natural gas in underground storage in the Lower 48 states since 2019. Working natural gas in underground storage facilities in the Lower 48 states totaled 1,387 billion cubic feet (Bcf) as of the last day of March this year. Inventories were 17 percent lower than the previous five-year average (2017–21) for that time of year, EIA’s Weekly Natural Gas Storage Report showed on Thursday.  A colder January 2022 and record-high U.S. liquefied natural gas (LNG) exports led to more withdrawals despite the fact that domestic production of natural gas increased, the EIA says. The U.S. is exporting record volumes of LNG as the United States looks to help European allies with non-Russian gas supply. Following the Russian invasion of Ukraine, the European Union and the United States announced at the end of March a deal for more U.S. LNG exports to the EU as the latter seeks to replace Russian supplies, on which it is dependent. According to the terms of the deal, the United States will deliver at least 15 billion cubic meters of liquefied natural gas to the EU this year more than previously planned, the White House said in a fact sheet. Earlier this month, U.S. shale gas and LNG producers met with delegations from several EU member states eager to boost their purchases of U.S. LNG. This eagerness could be crucial for final investment decisions on new LNG export capacity. Record LNG exports out of the U.S. have sent the benchmark Henry Hub front-month futures to above $7 per per million British thermal units (MMBtu) this week, after the price hit $6/MMBtu just last week. Russia’s Energy Minister Alexander Novak has argued in a newspaper editorial that it would be impossible to guarantee Europe’s energy security without relying on Russian fossil fuel imports in the medium term. “There is hardly any reasonable alternative to energy sources from Russia. Taking into account Russia’s market share, it becomes obvious that without Russian energy resources it is impossible to guarantee Europe’s energy security,” Novak wrote in an editorial for the Energeticheskaya Politika (Energy Policy) industry journal. According to Novak, it would be another five to 10 years before the EU could fully replace and gas. Neither the US nor OPEC had sufficient surplus capacity to allow Europe to end Russian energy imports in the short term, Novak argued.

“That is why the fate of European industry and the well-being of EU citizens depend entirely on the rationality of the decisions made by EU leaders,” Nowak wrote.
